The 31-year-old striker has accepted he will not be staying at Ibrox and claims there are also deals on the table from Greece and Spain.
But the opportunity to play in England is tempting for Novo, who wants to assesses the merits of all his options before deciding whether to head for Boro.
Rangers would prefer to keep him beyond his contract which is due to expire at the end of the next month.
But the financially-stricken Scottish Premier League champions are in no position to firm up new contracts for a number of their players.
Kris Boyd, likely to move to Birmingham despite interest from Gordon Strachan, is another out of contract, but Novo remains the most likely Middlesbrough signing.
The Gers' striker's agent, Jorge Lera, said: The final decision will be Nacho's. We are in contact with several clubs in several countries, but the issue is not closed either way.
Middlesbrough is an option.
The Middlesbrough coach knows perfectly well about Nacho and it is normal that he could be interested.
Novo has spent six years at Rangers after a £400,000 move from Dundee and is a fans' favourite, despite falling behind Boyd, Kenny Miller and Steven Naismith.
He said: There have been a few offers from clubs in Greece, Spain and down south. I will just see what happens.
I will have a wee break and then I will decide what the best option is for me.
Strachan has already secured his first signing of the summer from Scotland in the shape of Livingston winger Andy Halliday.
But the arrivals from north of the border are unlikely to stop there, even if the majority of his new signings will arrive after the pre-season training camp in La Manga later this month.
Once the squad returns from Spain they will have a four week break and Strachan hopes to have further plans in place for pre-season to announce shortly.
We will be going abroad for about three games, maybe Germany or Holland, and there's a possibility of going to Scotland and Ireland, said Strachan.
We might also have a possibles versus probables game where the fans can come and watch and we can stop the game and coach them in front of the fans at the Riverside.
