Slaven does not want chairman Steve Gibson or chief executive Keith Lamb to quit but believes the Teessiders need new ideas and, in particular, an injection of cash to spark a revival following a sharp decline since Boro reached the 2006 UEFA Cup final.
Writing in his column in the Evening Gazette, he said: "Boro are in a desperate situation.
"We have no money to spend, we have sold most of our best players, morale is at rock-bottom and we are third bottom and facing relegation from the Championship.
"We need to do something before it is too late. We need someone to come in with a bit of cash but also with a whole new mind-set, new ideas and a new direction to stop the rot and turn the club around.
"We have changed everything else: managers, coaches, players by the boatload, all with no success. The only things we haven't changed is the boardroom."
