Steele's current contract, which was signed before he broke into the first team, is due to expire at the end of next season.
The 20-year-old will be offered improved terms in recognition of his achievements this season, and in the hope of avoiding a repeat of the situation that saw Ross Turnbull leave for nothing in July 2009 when he swapped the Riverside for Chelsea.
However, with a number of Premier League clubs having been alerted by Steele's elevation to the England Under-21 ranks, it remains to be seen whether the Newton Aycliffeborn goalkeeper can be persuaded to commit his longterm future to Middlesbrough.
Contracts are something you always have to have an eye on, said Mowbray. You have to know where everybody is and work out which players you definitely want to keep, which players are too expensive and which players you wouldn't mind losing.
There are a million things to be addressed.
Jason's performance levels have suggested he is a player we should be holding on to and moving on into the future with. We need to look at those sort of avenues with him.
Have we had a conversation about his position Yes.
But let's wait and see how things unfold. Contracts are not as easy as simply saying, Do we want to keep him Yes, well sign this'. It doesn't quite work like that in the real world, but we are fully aware that Jason is developing well.
Steele will be back between the sticks tomorrow as Boro look to halt a two-game losing run when they host fellow strugglers Hull City.
Midfield injuries continue to hit hard though, with Kevin Thomson and Gary O'Neil both expected to miss out.
Thomson has been granted an extended period of rest in an attempt to cure the recurring leg injury that relates to the fractured fibula he sustained in August.
O'Neil has recovered from the illness that forced his early withdrawal from last weekend's 1-0 defeat to Millwall, but has suffered a separate leg injury that places his participation tomorrow in doubt.
Kevin won't be ready for this weekend, said Mowbray.
We're trying to get him back to a situation where the broken leg he suffered earlier in the season is not a problem for him.
It is still a problem at the moment, so we have to try to clear that up completely.
That'll allow him to focus on getting 100 per cent fit and enable him to give his all for the football club.
Gary had an illness last week. To be fair to him, he got out of his sick bed to play, but it caught up with him and he had to come off.
The situation this week has been different. He has a slight injury doubt now, and it'll be touch and go with him for the Hull game.
If I was a betting man, and I'm not, I'd say that he'd do well to feature this weekend.
It's not a long-term problem, but it's another little niggle that needs clearing up.
Scott McDonald missed last weekend's reverse having only just returned from international duty, but having trained indoors with the rest of the squad yesterday as the wintry weather rendered Boro's outdoor pitches unplayable, the striker is in line for a recall to face Hull.
Scott's only missed one game, and that decision wasn't about his performances,
said Mowbray. It was a reflection of the week he'd had.
He'd been away with his national team in Egypt, played the full 90 minutes of a 3-0 defeat, and only trained on the Friday. It was a judgement call, but he's looked very sharp in training this week and there's a fair chance he'll feature this weekend.
Hull boss Nigel Pearson will put Cameron Stewart straight into his squad for tomorrow's game after the Manchester United striker signed a sixweek loan deal at the KC Stadium yesterday.
Boro boss Tony Mowbray will be holding a signing session for the club's supporters next week, along with first-teamers Julio Arca, Luke Williams and Andy Halliday.
Mowbray will be in Boro's official town centre store between 4-5pm on Wednesday, December 1 to sign items of MFC merchandise including shirts, calendars, the 2011 Boro Annual and the new DVD Boro Blitz. Arca, Williams and Halliday will then hold a signing session in the same store between 5-6pm on Thursday, December 2
