Both players have missed training sessions this week because of niggles but boss Tony Mowbray is hopeful they will be fit.
Centre-half Wheater is expected to return to the starting line-up after sitting out the home victory against Cardiff through suspension. He will probably replace Seb Hines, who made his first start of the season last weekend.
Bailey has adapted well to a new role in front of the back four. He linked up alongside Kevin Thomson against Cardiff, which allowed Boro's wide players to push further forward.
Fellow midfielder Barry Robson and striker Leroy Lita have recovered from illness and should return to the squad.
